These training slides provide issues off-budget and opaque public procurement in Malaysia.

In Malaysia, public procurement at both federal and state levels are off-budget through the use of government owned private companies under MoF Inc and Menteri Besar Incorporated.

The slides cover how to investigate off-budget procurement through through investigative journalism techniques, open data standards of PEPs, Beneficial Ownership Data Standard and CoST Transparency Standards.

Additionally participants were introduced to using AI in the form of Google NotebookLM to accelerate searching documents and reports, including querying for off-budget and off-shore items.
