Building An Open Database on Politically Exposed Persons in Malaysia: A Case Study

Project Summary
Start Date 2017-08-01
End Date 2017-08-01

Corruption and lack of transparency is a major issue in Malaysia, and our approach of building connections between seemingly disparate and incomplete datasets via a central open and flexible governance database based on international governance standards is starting to show benefits of open data for better governance, especially by exposing and holding PEPs accountable.

The main objective of this research project is explore how useful a central consolidated open national governance standard database and API can be for transparency and governance in countries with constraints on the availability of data.

How can limited data collected in constrained environments without freedom of information and disclosure laws be more effectively used and reused if stored following international standards which are flexible to be adapted to local needs?

  • How important is a central database with information and shared unique identifiers of PEPs be an enabler in consolidating limited datasets and making each one more useful in different combinations?
  • What are the limitations of the current Popolo standards when working with partners and how can it be improved?
  • What are the limitations of the current API how should it be improved?
  • What can be shown with network graphs of central database of PEPs and organizations?
  • How useful is this tool for civil society, journalists and anti-corruption government agencies?
