Sinar Project is an award winning civic tech initiative using open technology, open data and policy analysis to systematically make important information public and more accessible. Our international work covers, but is not limited to developing anti-corruption tools, data and investigative journalism and digital rights.
In this position, you will be primarily developing and managing our Enabling Tech programmes. To build an enabling environment for civil society and new activists to have capacity and resources to effectively deal with current and future challenges in digital and technological space. The position provides opportunities for on the job learning with support from experienced colleagues and mentors.

Duties and Responsibilities
- Coordinate the implementation of civic tech and enabling tech projects and programmes.
- Plan and execute project activities, monitor project progress and act as point of contact for project needs, including but not limited to proposal writing, project planning, event planning, narrative and financial report writing, article drafting;
- Organise meetings, physical and online events, and capacity building workshops, including venue booking, accommodation, travel arrangement for participants
- Manage relationships with partners and identify potential collaborations
- Work together with a Technologist, Community Officer and country partners to write updates, thematic reports and other publications as required;
- Plan project expenses and monitor budget expenditure, ensure project expenditure is in compliance with agreement and sufficient cash flow;
- Prepare financial reports on quarterly basis with supporting documents properly documented;
- Maintain safe and secure communications practices and documentation in daily work.
Qualifications and Experience
- Malaysian citizen
- Good written and spoken English skills
- Legal and policy research background is desirable to implement programmes and collaborate with partners at the intersection of policy, human rights and technology.
- Minimum 3 years experience in managing projects or programmes is essential, preferably in a civil society organization/ NGO, international organization or government agency
- High computer literacy, proficient in using online collaborative tools.
- Strong interest in working at the intersection of human rights and technology field and have interest to pursue a career related to international development.
- Have high organizational, communication and problem solving skills, especially to identify and resolving challenges while working with the partners with diverse risk profiles
- Able to travel within Malaysia or abroad from time to time, including long periods away from Malaysia.
Other details
The successful candidate will be mostly working remotely, although there may be times where it is necessary to travel within Malaysia or abroad. You will be expected to commute to the office located at Subang Jaya from time to time.
The position is expected to start from January 1st 2026. Exact starting date is subject to candidate's earliest availability.
Gross salary of RM6,500 per month.
