Sinar Project is a civic tech initiative using open technology, open data and policy analysis to systematically make important information public and more accessible to the Malaysian people. It aims to improve governance and encourage greater citizen involvement in the public affairs of the nation by making Parliament and Malaysian Government more open, transparent and accountable.

Duties and Responsibilities

The programme officer will develop, initiate and ensure successful delivery of innovative civic tech and digital government projects.

  • Develop and design civic tech projects that support the achievement of Sinar Project’s goal of increasing public access and participation to government
  • Build partnerships and support communities around Sinar Project projects and initiatives
  • Ensure projects have accurate estimates, meet provided timelines, and fulfill requirements
  • Research and analysis for open data, digital government and digital rights
  • Participate and contribute to local and international civic tech, open government and open data initiatives
  • Communications and outreach for projects
  • Provide technical support and maintenance of technical infrastructure of the organization (and projects where relevant)
  • Any other related tasks as determined by the coordinator

Qualifications and other requirements

  • Knowledge of open source development (Linux/Unix software development tools an Python an advantage) 
  • LPI Level 1 (101, 102) or equivalent Linux/Unix system administration skills
  • Strong research skills (quantitative and qualitative)
  • Usage of Google Docs, and other on-line collaborative tools
  • Good written and spoken Malay and English proficiency. (Optional: knowledgeable of Mandarin, Tamil and other languages spoken in Malaysia).
  • Able to commute easily to Sinar Project's office in Subang Jaya (walking distance from SS15 LRT and KTM Subang Jaya Station)
